Duty of Care
Section 30 of the Electrical Safety Act 2002 (QLD) provides:
The obligation of employer or self-employed person
(1) This section applies to an employer or self-employed person.
(2) A person to whom this section applies has an obligation to ensure that the person’s business or undertaking is conducted in a way that is electrically safe.
(3) Without limiting subsection (2), the obligation includes—
Testing and Tagging
Construction, Assembly, Fabrication, Installation, Maintenance, Manufacturing, Refurbishments or Repair Work Environments
Section 90 of the Electrical Safety Regulation 2002 (QLD) provides that an employer or self-employed person must ensure that specified electrical equipment of the employer or self-employed person at the workplace is not used to perform work unless it is inspected and tested by a "competent person".

Section 93 of the Electrical Safety Regulation 2002 (QLD) provides that an employer or self-employed person must ensure that specified electrical equipment of the employer or self-employed person at the workplace is not used to perform work unless:
Compliance
All States Safety Services recommends that employers meet their obligations pursuant to section 30 of the Electrical Safety Act 2002 by complying with the Australian Standards (AS/NZS 3760:2010) for safety inspection and testing of electrical equipment.
Penalties apply for breach of the Electrical Safety Act 2002 (QLD) and the Electrical Safety Regulation 2002 (QLD).
